Pro Under the dictatorial leadership of Vladimir Putin, Russia has bullied its neighbors, pursued territorial land grabs, violated human rights, and threatened to upset the postwar order in Europe. The United States has been far too lenient toward Russia, emboldening Putin's defiance of 21st-century norms.
